On Sept. 10, two motorcycling-related amendments were approved by the Subcommittee on Research and Technology of the U.S. House Science, Space and Technology Committee as part of the “Surface Transportation Research and Development Act of 2015.” The bill – as part of the broader surface transportation authorization bill – prioritizes research and development activities within the U.S. Dept. of Transportation. It passed by voice vote.

The two motorcycle-related amendments were introduced by U.S. Rep. Randy Hultgren on behalf of U.S. Rep. Jim Sensenbrenner.

Amendment No. 036 would require the DOT engage the National Academy of Sciences to conduct a study on the most effective means of preventing motorcycle crashes. While this study is being conducted, no federal funding would be provided to states to conduct motorcycle-only checkpoints. The Senate version does include language to prohibit federal funding for motorcycle-only checkpoints. The federal dollars from this program should be used exclusively for proven highway safety strategies and not sporadic, discriminatory checkpoints.

The amendment was approved by voice vote.

Amendment No. 037 would prohibit the DOT from lobbying for any activity on any pending federal, state or local legislation. This is commonly known as the “NHTSA Lobby Ban.” Sensenbrenner included similar language in the Surface Transportation Research and Development Act of 1997.

It was approved by a vote of 7 – 6.

The American Motorcyclist Association applauds these amendments and will work to include them in the next highway bill. On Sept. 17, the U.S. House Transportation and Infrastructure Committee is tentatively scheduled to consider the highway bill.

To ensure these amendments are included, urge your representative today to include these amendments as part of a six-year highway bill.

  I used to disagree with motorcycle only check points and I'm sure I contacted my State Representative.    How ever I changed my mind about that when I thought of it as profiling. 
  Profiling can be used to capture illegal aliens near the southern border, using statistics to catch thugs (young,black men) or to catch pedophiles.   Checking the DUI files and tracking down repeat offenders would do a lot to cut motorcycle deaths.  Yeah, I know it's not PC.
  When I was working nights I got pulled over on my way home quite often.   They checked me out then let me go. 
  I'm not sure what they're looking for but I have nothing to hide.  People who have something to hide do not like profiling.
   I hope this doesn't hijack the thread but feel it's relevant.

So you think it is ok to stop you for no reason other than you riding a motorcycle? I have nothing to hide and don't mind a random checkpoint but think they should be checking autos as well,not just checking out the scooter trash.

What I think is G from top to bottom needs to stop spending money they don't have on things we don't need or want.  Motorcycle checkpoints seem to be way, way, way, down the list of things we need.  You know, like a national defense.  People who come up with ideas like this should be fired, and their position declared nonessential (maybe their entire department too).

Most of these types of projects are handled through grants. Like seat belt and OUIL enforcement. But, who pays for the grant? Hmmmm let me see.

Got a place about 25 miles from me called-Twin Bridges here in Missouri. They sit at a T-intersection of Hwys 14 and 181. Twin Bridges is on the river. When they have their ride in the last couple years I went over there JUST to eyeball the older iron. M H P-Missouri Highway Patrol-had Motorcycle ONLY check points set up in such a way as to NOT be able to miss the check point no matter which way you came in.  Lips Sealed I went to the M H P sub station here in Willow Springs after one of those check points and asked the desk Sargent what the check point had gotten the M H P and the State of Missouri. Talking 6 new Chrysler interceptors and 6 M H P Officers doing 3 Officers at a time for 4 hours-check point set up for 8 hours. 4 people no current proof of insurance 2 people expired license 5 people no M/C endorsement on license. I'm thinking they had 1 or 2 expired tags. What a WASTE of manpower and resources.  uglystupid2 Most if not all of the folks around here bouts that I ride and hang out with have ALL the legal matters current on their M/Cs as do I cuz I'd much rather RIDE the cursed thing then have it towed for me cause I MISSED a thing that made my Baby illegal too ride!  Undecided For the return on the investment of a checkpoint for M/Cs ONLY here in Missouri I as a taxpayer am VERY pissed off at HOW they squander limited resources.  uglystupid2 RIDE SAFE.
