Depends on HOW you ride it. 

Of course anyone can be arrested for anything; the question is if they can be convicted.

The mannequin (or whatever the hell she is) could be turned around.... but that also presents a problem. 

The lesser offenses would be disorderly conduct, or creating a nuisance (crowd).
