The EPA needs those incase they come across a farmer will a oil leak on his tractor polluting mother nature.

They probably buy all that stuff out of pure guilt for how poorly they do their jobs and how much they screw the county up.... and because they are worried about judgment day (the one on earth, not the hereafter) (they should worry).

They also do it because they are perpetually overfunded, and have to spend every cent for the fiscal year, so they can justify next year's proposed budget which is always 10% higher than last year's budget.  In 26 years with the fed, this is exactly how it works.  People get fired for leaving any money in this year's fiscal budget.
