WTF is up with Progressive Suspension???

About 2 months ago, I contacted them to see about a rebuild kit for my 416 Air Shocks.  They said...no problem...price is $18...yeah...for both sides...we will get a kit right out to you.  I have placed 3 phone calls, and several emails to them and I keep getting the run around about my order.  With the last email, i actually get a tracking number...shows that it was ready for pick up on April 1st...Status update on   April 11th...  Anyone else have this experience with them??

Does anyone know what is all included in that kit and if so, can the parts be sourced from another place?  I am REALLY getting tired of dealing with these people!
