Not all of Houston looks like that, but there are plenty of flooded places and people in distress.  My wife and I are here at a convention (that they are still holding despite the flooding) and roads are blocked everywhere.  One place we drove through had 20 inches of rain in 24 hours and washed out a major highway.

I'm sure the Houston riders will chime in with their experiences.  I can only comment as a visitor to the city this week.
