He then resurrected his 2008 campaign idea and proposed to build a “civilian expeditionary force” that’s as large as the military, without however giving the legal basis for this “civilian expeditionary force” nor how he intends to pay for another military-sized institution when the more than $700 billion annual military budget was already choking the federal government’s budget.
