LOL! No. The presence of the verb "are" would indicate the use of the subjective form.
Tiptop may be a bit overstated but it does seem to be, at least for the time being, functional.

Incidentally, I don't necessarily approve of such barbaric "psychological" techniques as lobotomies or electro-shock therapy forced upon anyone. I don't see the logic in trying to attach those practices to why people should keep their beliefs to themselves. I don't see the evidence that homosexuals were denied their right to assemble because people did not keep their beliefs private. I don't see where the constitutional freedom of religion anywhere implies that citizens are obligated either to keep those free religions to themselves or even to universally agree that everyone else's beliefs are equally valid. I do agree strongly that within this free country no one is or should be to harm another person because he (or she) does not hold the same beliefs.
