Nope, I'm not included in those descriptors.

It rained and the usual percentage of road users were driving with no headlights. Even in frog choking rain.

Maybe they think they are saving money by not using electricity to light up the headlights?

Ya...I never got why the DOT did not mandate daytime driving lights on cars...they did for bikes???
In Canada it is mandated.

It does not matter rain, shine, snow, hail every day I see multiple drivers do 1 or more actions that endanger others. Luckily others see and avoid the disaster usually.

A nice 20 MM mounted on the Valkyrie could stop some of this!

The short version of the LAW here in Missouri is-lights on when using wipers. Good clean simple LAW! Bout 50% or better here bouts do NOT git it!  uglystupid2 OR IF they do have headlights on they have them in high mode along with the fog lights that are generally unneeded! And the "fog lights" are usually not properly aimed. RIDE SAFE.

So.... Are you saying most people don't use their lights or their wipers in a downpour in Missouri ?  Grin

I have a  2008 Chrysler van and light go on automatically when I turn wipers on. My 2004 Silverado have running lights all the time. I have my lights set on auto on both vehicles most of the time the sensor will turn lights on when they sence the dimmer light during cloudy conditions. There are nuts out there this AM I was coming back from the store on bike 45 Mph zone no stop lights or sights for 10 miles on road approaching construction area a pickup had been behind me for about 3 miles maybe 4 car lengths back not crowding me. I had speed up to about  50 for about 2-3 blocks my street was coming up 500 ft turned my left turn signal on and was about to do a curtisy left and move into the oncoming lane. Checked my mirror once again and idiot was passing me in construction area. Speed zone was still 45  crazy2
