Hydro-lock. Fuel passing by a carb, and flooding a cylinder, stopping the engine from turning. Stop trying to start it until you can pull the plugs (outside, and away from stuff) Then you can spin the engine, and expel the gas. Hopefully, nothing broke, as Hydro-lock can cause a lot of damage inside the motor. If you go to the tech page, and search hydro lock, you'll find tons of info about it

I know there are usually more people checking out the General forum, but would also be helpful to post in the Tech section also, with a link.
You can also put the bike in 2nd, roll it, and pop the clutch to spin the motor. If it won't turn over, then hydro lock possible.
If it turns over, then with the battery jumped, try the starter again. What is the head light doing (point it at a close by wall)? I'm thinking starter switch.
Next would be to jump the starter relay, bypassing all the other electrical things, with the ignition turned on.
Don't you have your factory tool kit? 2 screw drivers?

Sounds like a bad battery or loose connection. If it is hydro locked pull the spark plugs, put the bike in gear, and push it a few feet to clear the cylinders. Replace the plugs and push start the bike.

Guys, he said he tried jumping it with a car so that kinda rules out the battery. I'd first pull all the spark plugs to see if it will turn over, just in case it does have a cylinder full of fuel. If nothing shoots out, say a big thank you then start looking for bad electrics; grounds, connectors...especially the one at the start solenoid, etc.

Eliminate the obvious/easy first. Battery can be strong enough to sound horn, but not enough to turn the beast over. Charge it or swap in another battery just to see. Please post the result, so we aren't left wondering.
If he did that first and it is hydrolock, he'll do a bunch of damage. Rule out hydrolock first, then go forward.
