Do they sell rebuild kits for the brake & clutch master cylinders? How much are they on average and does any bike place online sell them?

Yes Honda parts, try Honda Directline parts.
Seems like 15 to 30 dollars.

Yep.  Can't remember the price.  Wasn't much.  It is mainly the rubber parts.  You will need a snap ring pliers.  Got mine at Harbor Freight.  Had to modify one of the sets of jaws to get into the end of the housing.
