Yes and they are out in force in multiple cities protesting the results of a constitutional election (one wonders if they bothered to vote at all).
Protesting democracy that didn't go their way.
Perhaps they would prefer a military junta, which could meet their protests with machine guns, bayonets, and tear gas.
Two years of mandatory federal service (military/peace corp/road crews) for everyone 18-22 might be just what they need.
And a work requirement for all welfare recipients physically able to work (which is most of them).

Maybe the draft would be a good idea in the near future?

I am all in on that idea. That would help rebuild our military, give an opportunity to get job and personal conduct skills to any not already enrolled in a job training or 4 year college. Of course, the four year schools need to eliminate safe spaces in order to be certified first since the idea behind a college is to challenge those attending. Maybe that Yale prof should be the one to teach the now mandatory course of Firearms Safety and Handling, one semester only and they get live firing at targets to pass. Then there really is a citizen militia and a chance there would not be sheep only when ISIS or the next batch of crazies decides to gun down a crowd.

The protesting continues.
One cannot help but see this behavior as very similar to ignorant (and dependent) toddlers and small children having a tantrum over whatever happens to be ailing them at the moment.
Create a permanent dependent class of 35% of the country (FSA), throw in a pile of coddled college children being spoon fed globalism and butt hurt instead of academics, and you get people protesting just about anything that makes them feel bad.
I suppose you have to leave them alone if they are peaceful, but as soon as they are not not peaceful, give them some badly needed exercise running from the dogs, water cannon and tear gas. Wait for the mainstream media though, they will wet their pants with excitement and orgasm over the ruthless nazi police actions (film at 11). I also think that if there were no cameras at all, these poor babies would go home much earlier.

I have no problem with that. Most of it as far as I can is peaceful. But wherever it turns why are not police arresting them ?

Because cops are being targeted, because of the cameras, because of civil suits, but most of all, because nearly all city fathers and mayors (D's) got elected by these assholes and those mayors are ordering their police to stand down and let it happen, so they will not alienate their voter base, and have a good chance at reelection. (This is called pandering, or spoiling your children.)
Then, when the damage is done, insurance companies and the rest of the State that actually works and pays taxes picks up the damage repair bills.

I see no reason cameras should hinder cops doing there jobs. Actually to the contrary. I think they should alleviate the threat of lawsuits. As far as mayors stopping the police, you may be right. I don't know.
