Lower shocks are available at some cost. Stock is 13" but 11.5" has been used. Lowering the rear causes the bike to not turn into a corner as well. Lower shocks have less travel and bottoming out happens more often. The front forks can be slipped in the trees but be careful you don't go too low. The diameter of the fork housing isn't consistent all the way down. Then the kickstand will make the bike sit too upright. A slight bump and over it goes on the right side.

I helped a friend with some height issues on a Valkyrie.   They first went with shorter rear shocks and then went to an Ultimate Low Boy seat.   Not sure if the front forks were adjusted down but, have never heard a complaint about the bike's handling.    Obviously, you can go too far in anything you do.

I ride an Ultimate Low Boy seat also, there's not quite as much padding in the seat as the Big Boy seat but, it's comfortable for me.   I don't know if there's a smaller diameter tire out there or not but, there might be.   That would concern me but, you won't know till you try.   Hope you find this information useful.

Don't slip the front more than 3/4 of an inch.

I did 11.5" shocks for Lesa's bike. Had a shorter seat on it as well for a while. Did not notice any diff in handling in the little bit of corners we see down here. She likes it. Lesa is around 5'6" or so.
I also have 11.5s on mine as well but have an Ultimate Big Boy on mine. Am 5'9" if that helps.

I run 12" I/S Progressives in back, a 205/60 CT in back and stock size in front. Forks are at stock height, I run a King Boy seat(not shown in the pic below), slight pull back risers for near stock size 1 1/4" HD bars and at 5' 10"(pants are 30" inseam) & 220 lbs. I can flat foot the ride. I've done both the nut cage and washer mod to prevent the possibility of rear tire rub, I get a good ride at any speed and it handles fine....for me.

If you like room and are average size through the hips and all "things" in between, the Low Boy generally will provide crowded living space for the boys. I tried it first and after a short time felt like they were stuffed in my shirt pocket. Room front to back wasn't there for me, the nose came up to sharp. Traded for a Big Boy, much better fit until Des came out with the King. Took that for a spin at Bike Week and was sold, been a King user since.

Your results may differ.  Wink

Progressive makes a set of fork springs with instructions for lowering the front.I was planning on doing both my bikes but health issues have ended that. Was planning on going down about 1" as I have 11 1/2s on the back. Both sets will be for sale next month.
