Just an FYI, that section was originally implemented not for Muslims but those dangerous hutterites (AFAIK).  Some of whom believe that a photograph is a graven image  and violates the second commandment.

The rest of the PAL process still remains the same, a minimum of 28 days before processing, multiple references and  police background checks. They still require the completion of the  firearms training course.  To obtain the Restricted PAL (RPAL) they would also need to complete the RPAL course and additional background check.

At this point they would legally be allowed to buy the same firearms as any Canadian.  Start to finish at the shortest time 6 weeks usually closer to 3-5 months.  For someone planning an attack it would be far easier to obtain weapons illegally than through legal means.

Of course, a retailer can still refuse to sell a firearm or ammo if they so chose.
