Fire hoses and paintball guns with dye that won't come off. 

But nothing would beat the old public stocks.  Line them up and leave them out in public for a long time. (somebody would have to watch them, because these perps constantly show they are cowards by ganging up to beat on one weak person (including a person confined in stocks).



This one is cool.  They could have fellow idiots to talk to.
