Whats the purpose of the Small holes underneath both exausts

Can anyone tell me what the twi small holes are used for, there center of the exaust about underneath the drivers pegs. I have seen other exaust with the holes either taped shut or  even soulder shut.

I always knew them as weep holes for allowing moisture to drip out... But I could be wrong.

yes to let the condensation out to stop the exhaust rusting on the inside
