You know, it's one thing for the city fathers to tell the PD to ease off on enforcement of certain things.

It's another thing to (very publicly) pass a law or rule that says..... Hey, it's OK to drop your pants on main street or in front of restaurants, or in front of elementary schools and poop your brains out.
