There is a craigslist ad locally that has a 99 Tourer with an 8 gallon tank. He says it's rare. Was that an option, or is it custom? Also says linked brakes and Brembo master cyl. Just curious.

7 gallon could be a IS tank.
8 gallon or more aftermarket.
Looked in average condition and over priced, as far as I can tell.
Yeah I know custom paint, seat and bags, note the missing exhaust over plate?

If it's really 8 gallons it's not from Honda...

I think some company made a 8 - 10 gallon fiberglass or carbon fiber tank back in the day, they were notorious for leaking.

It could be an Interstate tank that he's just inflating the size of by a gallon. Or it could be a totally custom job, but it's definitely not a factory option if it's really 8 gallons.

looks like custom welded tank. There were a couple made yrs ago, one by Lamont, took std tank, cut it in half and weld a section in the middle. that looks like one.  the fiberglass tank looked completely different than that, more of a bubble look and was 10 gals.
