I cannot fathom why someone, especially the father of a child could do such a horrible thing to a child much less their own child. As terrible as this is, it isn't unforgivable by God. If this person were to ever accept Jesus and truly ask for forgiveness, it would be forgiven.
As mere mortals this is hard for us to understand. We want to classify sins into different categories of Big Sins and Little Sins. The truth is, this isn't how it works. The Bible tells us that "The wages of (all) sin is death". Romans 6:23
Read though the entire verse: For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord. (Romans 6:23 NKJV)

Jesus did not allow Himself to be crucified on a cross so that only a select few could be saved. He allowed Himself to be crucified so that ALL could be saved.
Actually, God selected those whom He will save before the foundation of the earth, by His choice, by His will. He doesn't let us know beforehand who they are, but those whom He predestined
will be saved when He effectually calls them, giving them the gifts of repentance and faith. There are numerous passages that teach this concept, including:
Ephesians 1:4-5
even as he chose us in him before the foundation of the world, that we should be holy and blameless before him. In love he predestined us for adoption to himself as sons through Jesus Christ, according to the purpose of his will
2 Thessalonians 2:13
But we should always give thanks to God for you, brethren beloved by the Lord, because God has chosen you from the beginning for salvation through sanctification by the Spirit and faith in the truth.
2 Timothy 1:9
who has saved us and called us with a holy calling, not according to our works, but according to His own purpose and grace which was granted us in Christ Jesus from all eternity,
John 15:16
"You did not choose Me but I chose you, and appointed you that you would go and bear fruit, and that your fruit would remain, so that whatever you ask of the Father in My name He may give to you.
Romans 9 also makes this abundantly clear.
I'm not in any way trying to downplay what this person did. I can't use enough bad words to accurately describe how terrible this act was. If someone were to perpetrate such an act on my child I would gladly be Judge, Jury and executioner. But then I am human not divine. If this "person" never accepts Jesus into his heart, then he will not be forgiven and his soul will not be saved. If he does, he will be.
Forgiveness of sin does not take away its consequences. So, even if he became a true "Bible Thumping" born again Christian he would still face the consequences for his actions.
I am assuming you mean the temporal consequences of his sin, i.e. the natural consequences of his sin, and the consequences society determines that he face.
I think that he would face eternal guilt, I also think that he would have to face the child with the full knowledge of what he did. In a way this is a fate worse than burning in hell.
Your thoughts regarding this contradict Revelation 21:4, "He will wipe away every tear from their eyes, and ideath shall be no more, neither shall there be mourning, nor crying, nor pain anymore, for the former things have passed away."
My thoughts are that for a person to commit such a terrible act they must be completely under the influence of Satan. Perhaps, even to the point of being demonically possessed.
Man is perfectly capable of unthinkable evil, all on his own.

The Lord saw that the wickedness of man was great in the earth, and that every intention of the thoughts of his heart was only evil continually.
So, my personal opinion is that he will rot in jail and then burn in Hell for what he has done.
My heart agrees with you, and I trust God's intention will prevail, regardless of my thoughts of what would be just.
