I've been picking up trash for a mile or two along the highway in my neighborhood for seventeen years. I've picked up 350 bags of roadside rubbish in than span of time. The vast majority is recyclable glass, cans and plastic beverage containers. A high percentage is fast food wrappers and containers. Including the straw. The road is along the Trinity river.

And what. Does your picking up trash ( good on you for doing so ) have to do with fining a server that gives you a straw? Put the scum suckers that throw trash out on the byways in jail and fine them.

The point being, regardless of point of origin or ultimate destination is the plastic going into the waste stream. Be it the restaurant putting straws in the trash or the consumer putting them in the trash they ultimately end up in the landfill. In the case of roadside trash, they end up in a drainage facility that ultimately leads to some sort of waterway. The glass, metal & plastic that gets picked up off the roadside ends up in the local refuse disposal facility, i.e. landfill. In my neck of the woods the trash along the roadside that doesn’t get picked up ultimately goes into a live stream with native trout, salmon and steelhead. I believe the bottom line is that fewer straws handed out means fewer straws in the waste stream. Cali State agencies were mandated years ago to implement a recycle program. I can’t say with certainty, but I’d hazard a guess the schools, like all other agencies, make an attempt to segregate rubbish and recycle to the extent practicable.

Have been participating with a formal adoption for 17 years. I've been picking up litter in my neck of the woods for closer to 25 years. That would boost the tally by another hundred or so bags (and at least as many straws).

Would be nice if LEO's would cite some folks for littering but I'm confident they would argue the fact that they have far more important things to do around town.

I hate people that litter. Put your trash in a trash can, or dispose of it properly. Why not just force people to recycle plastic? Because you can't trust people to do the right thing. Offer an incentive. For every bag you bring in to recycle we will give you a 5 dollar tax credit.

Slightly different BUT pertinent. While I was still in an 18 wheeler I believe it were in N C I had parked my rig and after a coffee recycle I sat on a bench where the cages park. Young lady dumped a loaded diaper out of her cage and a good sized dude promptly picked up the loaded diaper and smeared it all over the windshield fer starters then the other glass and mirrors much to the annoyance of the gal.  2funny She wuz screamin I'll call the Cops and he pulled out his cell phone and told her he'd make the call. Last I saw she left with the windshield washers squirting not quite high nuff to clear the yellow oozy mess!  cooldude When he looked at me I gave him a bit of applause.  coolsmiley RIDE SAFE.

Long time ago sitting in traffic on Regents St approaching Picadilly Circus, London.

Guy in Mercedes opens window and dumps ashtry contents on road.

I jumped of my bike, scooped up what I could with one hand and threw the crap back into his car. Quickly zipped off on bike with cries of rage behind me.

Why is it so many who smoke while driving, feel it is perfectly ok to throw still lit cigs out the window?

 Offer an incentive. For every bag you bring in to recycle we will give you a 5 dollar tax credit.

Along my same lines of thought.

Always thought the stores, especially like Wal-marts/grocery stores, should offer an incentive, like so much % off your purchase, if you use the "reusable" grocery bags instead of the plastic ones.

Think about how many of these bags walk out of these stores, or any store, and although I can't be sure but I'd bet my bottom dollar the stores don't get them for free.
Not a money making idea but I think it would help clean up the environment.

I'm sure we've all seen these bags hung up on fences or bushes/trees in fields and pastures as they get blown around, especially places around the stores.

Despite those shaky factual foundations, the 500 million figure has quickly spread, virus-like, across the media landscape and even into our shops and schools.

Calderon, the Democratic majority leader in California's lower house, has introduced a bill to stop sit-down restaurants from offering customers straws with their beverages unless they specifically request one. Under Calderon's law, a waiter who serves a drink with an unrequested straw in it would face up to 6 months in jail and a fine of up to $1,000.

"We need to create awareness around the issue of one-time use plastic straws and its detrimental effects on our landfills, waterways, and oceans," Calderon explained in a press release.

This isn't just Calderon's crusade. The California cities of San Luis Obispo and Davis both passed straws-on-request laws last year, and Manhattan Beach maintains a prohibition on all disposable plastics. And up in Seattle, food service businesses won't be allowed to offer plastic straws or utensils as of July.

The Los Angeles Times has gotten behind the movement, endorsing straws-on-request policies in an editorial that also warned that "repetitive sucking may cause or exacerbate wrinkles on the lips or around the mouth." Celebrity astronomer Neil DeGrasse Tyson (always up for a little chiding) and Entourage star Adrian Grenier have appeared in videos where an octopus slaps them in the face for using a plastic straw.

The actual number of straws being used is unclear. Calderon, along with news outlets writing about this issue—from CNN to the San Francisco Chronicle—unfailingly state that Americans use 500 million plastic straws a day, many of them ending up in waterways and oceans. The 500 million figure is often attributed to the National Park Service; it in turn got it from the recycling company Eco-Cycle.

Eco-Cycle is unable to provide any data to back up this number, telling Reason that it was relying on the research of one Milo Cress. Cress—whose Be Straw Free Campaign is hosted on Eco-Cycle's website—tells Reason that he arrived at the 500 million straws a day figure from phone surveys he conducted of straw manufacturers in 2011, when he was just 9 years old.

California banned the super light-weight plastic bags a few years ago for all the reasons described, including clogging pumps in stormwater pumping lift stations along urban freeways. A few stores around our area give a few cents credit for each reusable bag brought in by the customer. Many stores now use a heavier plastic bag that is reusable and biodegradable. As for the number of straws . . . consult with a wholesale supplier and find the number of units of straws sold in a year.

As a side note, our household of two adults generates refuse and recyclables at the rate of one 30 gallon bag of recycle containers (glass-metal-plastic) each week - taken to a collection center. Plus cardboard and incidental metal and large hard plastic bits and pieces. I take a 20 gallon can of household waste to the refuse disposal site once per month.

 Can't do that in a lot of towns and cities. Only rural areas. I have two trash cans. One for trash the other for recyclable. The recycling can is picked up every two weeks and it is always full. The trash can is picked up every week and is never full. We might have two or three bags in it in two weeks. My problem is the trash company charges my $33.00 every three months for removal. $10.00 of that is for recycling. The way I understand it is they make money on recycling. So why are they charging us? Things that make you go hmmmmm....

When I lived in a rural area we did that all the time. Not so much in urban areas

I burn all my cardboard and paper in my fire pit out back. You know, just doing my part to advance global warming.
