Just took the bike out of storage and replaced the battery, does the Dyna have a memory if the battery is removed ? or do i need to reprogram the timing retard, TIA.

Based on the instructions the 3000 has a EEPROM chip for the memory which means ( Electrically Erasable Programmable Read-Only Memory ) So I would have to say you are safe.  You would have to rewrite or the chip would have to fail, which would be unlikely.
