Is it Necessary to Remove Headlight and Disconnect Wiring ??

Is it Necessary to Remove Headlight and  Disconnect Wiring when replacing the Steering stem bearings?

The Honda service manual list this as one of the steps, is it really necessary?

Same question with the gauges.

Couldn't they just be hung (supported) out of the way?
