That's what happens when you get too big, the right hand doesn't know what the left hand is doing. Not only that they got so used to just throwing our money at "problems" and wanting to get credit for fixing them this kind of thing happens. Besides, if the Federal Government just hires every American then there is no employment problem, right?

I think a lot of this happens because new administrations often create new departments to reward their supporters.  It's difficult to disband a previous administration's agencies, so they just create new ones, even though they do similar things.  Politics is always "one hand washing the other", so it's disheartening, but not surprising that we end up with this situation.
