The structure outside Berkley Springs is a relic from times past.  There was once a rail line which came through the town.  I believe it was used in transferring bulk material to or from the rail line.  A short distance from there, on the left going into town, you may have seen a small railroad depot.  Sometime when I am in town, I will try to find an older local who may remember how it was used.
