Where do the vacuum lines tie into the carbs? Following the shoptalk "how to" but there is no discussion of where to connect the lines.

On the intake manifolds.
Little tubes sticking out in back of the carb intakes, the usable ones will just have a small rubber cap and spring clip on them.

if you have de-smoged you will have 5 lines to use if you have also went with a non vacuum on off gas valve like a pingel you will have 6 lines you can use. When I did my IS I used all of them. I went three into one for each side then two into one that went to the canister.

I used to have all six feeding the vacuum reservoir, seemed like a lot of hoses to me which means vacuum leaks sooner or later. A couple years ago I changed over to using just one from each side and the CC holds fine. Some riders don't even use a reservoir and have good response.

Good info, thanks. Went ahead and did the desmog while I had it apart and got familiar with all the hoses etc. in there. using the "How To" in Shop talk so setting up as 5 into the reservoir. We will see how it holds up. I can always cut that stuff out later if it gives me a problem.

Related but different question - looks like there are carb overflow hoses attached to the bottom of the carbs that manifold together and route to the back of the engine. Are these necessary? Seems like a lot of plumbing. I can't see that they do anything except maybe drain?

Yes, they are bowl drain lines. I removed them from my Standard.
