I'm not impressed with progressive at all for shocks.

Yes, over time Progressive has fallen from my list of shock providers for some of the very reason you state and more.

I have been looking for an alternative, Wlibers or Ohlins. I have called and talked extensively with Ted Porter who is the owner of Wilbers America which is a division of Ted Porter's BeemerShop. He is very respected in Motorcycle Suspension setup and rebuilds. His suggestion was to use Wilbers.
Wilbers is a shock that is also built bike and rider specific.
I am sure you know they are very pricey also.
I am still undecided and searching.

Received my Bitubo's and road them a couple of times.

These came set right up for me. I checked the SAG and that was an inch which is about right and the dampener set at it softest setting. Bitubo says 35 MM- 45MM which is over an inch but it was close enough not to fool with it for now. These shocks ride great, it stiffened up the back end laterally along with much better bump control then what I had on the bike. Smooth with a more sporty feel to the back end. Haven't tried out the harder, quicker response setting yet by my self.

Next was with the wife and the SAG was good with both of us on the bike. Just about 45 MM.  I'm surprised it worked out that way, pretty much I figured I would have to be set up one way or another and just go with it.  This is where the dampener control was a good thing. Set at it's lowest riding two made the back end have a real slow response, like an old Caddy. Floaty feel to it but comfortable. On a long trip that may be the way to go.  I changed up the setting to 3 on a 1 to 5 scale which my wife thought was the most comfortable, it did settle down the floaty feel. Tried out the 5 setting, the stiffest and that's the one I liked for two up riding but my wife prefers the 3 setting. Personal preference, both ways had their appeal. The number 5 setting reacted much quicker and feels more sporty. Long highway ride 1 would probably be the way to go. Mountain twisty roads and 5 may be the way to go. The dampener range can be set with one figure literally, no tool, no effort so you can just stop for 10 seconds and change the setting if you want. I did that today twice.

These all in were $475 for me. Ordered them here, they asked a couple of questions so they could do the shock set up for me and that was it. Few weeks lead time. https://traxxion.com/product/bitubo-shocks-wme-for-harley-davidson-motorcycles/

Compared to Progressive 412's which my other bike had on it, these shocks are well worth the extra $200, no doubt. I think the shocks are well worth the money and these are cheap for what you get I think. The one major problem I have with the Bitubo's is now the forks feel like crap, to much dive and rough feedback, they bounce a bit etc. etc. When the forks and the back end were both doing the same thing I didn't really notice. I'm going to have to do something about the forks but not now. Future project.

Thanks for the report on those shocks.  They look good.   cooldude

Set them where the rider wants them, not the passenger.   Grin

Nice  cooldude ... bike looks real good...

My 1800 is Traxxionized, it is good to know they sell
Bitubos for the 1500... They can put their custom
cartridges in 1500 forks, according to their web page...
I guess they knew what bushings to send you and the
shocks bolted right on? ... sorry if I missed those details
if you posted them before...

My 1500 has Progressive 440s on the rear and Progressive
springs on the front - and I just refurbished the front
in September, so the 1500 feels pretty good...

Straight up bolt on.

The bike had 440's on it but they were worn out so I really can't comment on them. Unknown age or unknown use before I got my hands on them.
