so i have researched and read this is a easy install my question is do i understand correct that once i remove the taillight blank out panel front my interstate fender the wiring is there for this taillight?

can i do this without removing wheel?

and how excatly does the black plastic cover panel remove? from the exsisting fender

No wiring there but an easy splice and yes remove the wheel and the blank just snaps in so just pop it out.

Search is your friend. There is many ways to do it. Here is the OEM way. Converting your IS to a std/tourer.

This is the way I'll do it. I believe it would be easiest to do when you remove the rear wheel, but salty could reply to that.

From the side cover to the tail light wiring would need to be changed out.

I didn't have to change anything out just spliced the wires Into existing wires left the rest intact.

i also just made a pig tail from the right side cover to the fender brake light on my IS. Splice it into existing wires and you're good to go.

Check clearance of the I/S trunk bracket in the vicinity of the new taillight. I had to clearance both of mine lest they gouge the housing. File about 1/8" or so off at a 45 degree angle then touch up with a bit of flat black Rustoleum or similar to prevent rusting of the bracket.

If you remove the trunk from the bracket prior to installing the taillight assembly you'll readily see the (potential) problem when you have everything in place.

ETA:

A Tourer taillight wiring harness can be had for $30ish (new) or less (used). This is what I would use for wiring things up.

No fitment issues here nothing close to touching.

If you have a factory CB installed under the trunk (where it is supposed to go), then you will have a clearance problem with the lens.  Someone wrote it can be turned sideways under there to clear.

When I did mine I replace the harness from the side cover to the light with the proper harness as it has an extra wire and a larger connector. There was one splice to make for the brake lights so both the trunk and fender got power.
I removed the rear fender section to do it mainly because I installed a Tourer fender in its entirety instead of just replacing the light.
The harness was $15 from honda NEW
