Desmog question.... I think

I am doing a Desmog on my 99 interstate with the Shiny kit.  I think I have it figured out EXCEPT for a couple of vacuum lines??? coming off the top "rail" of both carb sets.  The Fuel from the Petcock goes to a Lower Rail (Large) nipple and the one I am confused about goes to an upper nipple with a smaller (air hose sized) nipple. (See attached O-Ring Kit pic from REDEYE - Which is the only decent pic I could find to describe this connector) The nipples seem to rotate on their axis  and I am not sure if they get eliminated or if they connect to something.  I'll try to upload a pic of the actual situation tomorrow....  but the Shop Manual seems to call them "Air Vent Tubes" (AirVentTubes Pic attached) but I can't figure what they go to. 

Anyway I am afraid to move on with the project until I get this piece figured out.  Any assist would be GREATLY appreciated.  I should have documented my steps but instead I dove head long in and now I can't remember how these lines hooked up.

Those indeed are air vent tubes and go nowhere ultimately the loose ends attach to nothing. On the rear carb metal brace you should find 2 holes just poke them through and that's that.
I'm no gynecologist but hey I'll take a look!
